Patrick J. Loper, PE serves as Vice President and Director of Engineering and Environmental Services for Bowser-Morner. He has over 26 years of engineering and environmental experience associated with a variety of projects including environmental permitting and monitoring, impoundment design and rehabilitation, surface water management design and permitting, and landfill design, permitting and compliance monitoring. Patrick joined Bowser-Morner in 1990 after earning a B.S. from The Ohio State University in the field of Civil Engineering with an emphasis in Environmental Engineering.
Patrick has extensive experience with landfill services including design, permitting, monitoring, operations and construction documentation. Since the regulation of Construction &Demolition Debris (C&DD) landfills in 1997, Patrick has managed the preparation of more than 100 license applications, expansion designs, and modifications throughout Ohio. He is particularly good at helping clients navigate the regulatory requirements for the siting, approval and operation of C&DD facilities. Patrick has a knack and passion for helping clients develop operations plans that are cost effective and align with the owners’ strategic plan.
His experience provides an extensive source of contacts and resources that can provide significant value to an owners’ project and business development. Patrick serves as an advocate to Industry through participation in professional organizations and attending numerous interested party meetings with the Ohio EPA during the legislative rule review and development process. He uses real world experience combined with his engineering background to develop cost effective solutions and beneficial uses of waste materials that are protective of the environment and public safety.
Most of Patrick’s free time is devoted to his grandchildren’s sports activities and gardening hobby. He also enjoys a variety of outdoor adventures with family, friends and the numerous personal relationships developed through the course of business.
