Project Overview:
The 21‑acre site historically contained a blacksmith shop, slab mill, foundry, machine shop, electrical shop, and sheet metal shop. More recently, the subject site contained a general office, warehouse, fabrication (punch) shop, paint shop, garage, pipe shop, powerhouse, and boiler house in association with two dry docks and a wet dock.
Bowser-Morner worked with Ironhead Marine, Inc., The Lathrop Co., Roebacher, Light, Trimble, and The Toledo-Lucas County Port Authority to bring about high bay fabrication shop modernization at the Toledo Ship Yard, 2245 Front Street, Toledo, Lucas County, Ohio.
Ironhead Marine, Inc. was interested in acquiring the subject site, razing the historical buildings, and constructing a new high bay fabrication shop for the purpose of building push boats and barges of sufficient size to carry international containerized cargo, and to bolster the ability of Toledo-Lucas County. Port Authority’s efforts to turn the Port of Toledo into an international containerized cargo port.
Bowser-Morner performed approximately ten different phases of environmental services, as well as geotechnical services, construction observation, materials testing, and subsurface exploration services.
Our environmental services included a Phase I, asbestos evaluation, sampling and testing of transformers for polychlorinated biphenyls (PCBs), an extensive Phase II Subsurface Site Assessment, asbestos abatement, oil bunker abatement, process pit abatement, substation and transformer removal and abatement of contents, abatement of hazardous waste, and underground storage tank closure.
Environmental sampling, testing, and reporting were performed in general accordance with the Ohio Voluntary Action Program, but not under the auspices of the program. The remediation of the property was performed to protect human health and the environment. However, as a result of performing the project according to VAP standards, but not in the VAP program, our client saved approximately 30 to 50 percent on the project cost and an additional 6 to 12 months of processing time.
